It all starts with an incident. It could be a noise complaint, vandalism,a parking problem, a noisy party, an illegal gathering, trespassing, all of these "social issues" plague multi-unit residences.

As a property manager for many years, the last twelve with a housing cooperative, I have experienced all of these issues first hand. Dealing with these social issues on a daily basis, within a multi-unit residentail complex, can wear down staff, management, and even the occupants of a complex.

Getting people to live up to their obligations and the responsibilities that they agree to when signing an occupancy agreement, or a lease, can be an arduous task. Removing someone from your complex, for NOT living up to their commitment, can be even more arduous. You need written, documented proof, video proof, an expensive lawyer, but most of all you are going to need the will and the expertise, to prepare a legal case.

If you, or your complex, has ever tried to evict someone for breaking the rules, rules that they agreed to abide by when signing an agreement with you, you will understand what a wearing down, expensive, and nerve wracking process that this has become.
